Can Peak Seele still 0-Cyle Moc 10? – Honkai Star Rail 1.4

On my 1st try I had an enemy survive at 0.01%hp, so in this run I used a couple of skills where a normal attack would have probably been enough, but I didn’t want to waste Seele’s time to take care of extra trash.
My Kafka team cannot currently 0 cycle, I’m consistently one action short but with the DoT relic set coming out in patch 1.5 I’m not sweating it.
