TLDW:

Reset Dungeon from Town, Teleport back through portal to a fresh instance at the entrance
Finding a Dungeon to spam repeatedly is highly efficient for exp (Domhainne Tunnels is the best currently)
Salvage all items early on Only sell when you need gold, hold off on selling a lot until T4 as items are worth more based on item level.
If you have friends / guildmates, you can split farm Dungeons for Codex completion. You will get credit for the Codex even without being in the zone.
Search the Codex directly to pin the needed dungeon
Utilize a leveling build for your class, respeccing fully is extremely cheap!
Monsters in strongholds in T3 or T4 are locked to your level, so you can get monsters that are below the lvl55 (T3) and lvl70 (T4) minimum monster levels. (Leave Stronghold of Rot incomplete early on to utilize this, this place has great experience.)
Joining a party, transferring to leaders instance then leaving party will reset your dungeons and strongholds. Logging out works the same.
You can take advantage of this to utilize the experience bonuses from T3/T4 while still being underleveled
Legion Events and World Boss can be done while underleveled, if you get powerleveled to T3/T4 while underleveled, try to go to all of these events as you will get great loot and exp rewards.
Check the Vendors frequently, they have some amazing gear!
Utilize the Tree of Whispers Quests in PvP Zones, they are very fast and easy to do without having to do any PvP
