You need to reach certain level for Resocrystal or Crystal Level to be able to promote at 11, 12, 13 Stars.

Where to get Starline Gems & Enhance Stones?

Starline Gems can be obtain through
CS. Arena CS. Team Deathmatch

….and After Update
You can now purchase it in the (Shop – Score – Lucky)
It costs 2000 Lucky Points.
You can spend your Extra Lucky Points if you need Starline Gems

For Enhance Stones
You can also purchase them in the
Realm Exploration – God World Adventure – Shop or you can also use the Sale Button.
Items on the Sale Button that you didn’t buy, will automatically go to the Shop.
Remember: Items in the Shop will be removed after God World Adventure Resets
