In my case, I don’t have a 10 star Hero that can be used as a material promotion for my 11 Star Poseidon.
I only have a Reaper a 9 Star Hero, however it cant be promoted to a 10 star.
So I only have two options.
1. To raise a new hero that can be promoted to 10 stars
2. To retreat (demote) an 11 Star Hero to 10 Star Hero and used as a material for 12 star promotion.
I decided to choose option #2 retreat and I decided to choose phoenix because I want to change my Lineup focusing more on water Lineup.

The best 9 Star Hero as a promotion material is the Reaper, because you can easily obtain him from the Shop and he is the only 4 star hero that can be promoted above 5 star promotions.
The best 10 Star Hero as a promotion would be:
Cheapest In Seer Shop (20 Seers) that has 4 Skills (those heroes can be promoted to 10 star and above) and Except for Holy and Dark Heroes.
Why? Because they have higher chance to obtain them from Summons.
Water: Erial, Wrymlich
