Pretty straightforward – the piece you are transferring an enchant to must be level 5 (MAX) and must be unenchanted, and the piece you are transferring the enchant FROM can only have 1 enchant. The reason why you transfer enchants is because it is extremely unlikely to get the enchant that you want ON the armor piece you want.
