Fix Forspoken FSR3 frame generation stuttering in 60 seconds

Maximum frame rate target is the most important setting when using FSR three. Setting it at or below your monitor refresh rate is very important.
Vsync should be turned on.
Upscaling quality and graphics settings should be adjusted so that you get 120 FPS throughout the entire game including during intense fights
Performance mode and frame generation should work for most users as well as turning down a few settings for other users.
