As requested, here’s a pretty short video to test Flareon charge moves, the big hitting 1-bar Overheat or 2-bar Flamethrower. Both are lvl 30 ( IVs ADS described in their names ), and 2 battles ( vs Blissey and Snorlax ) shown concurrently.

Overheat has better DPE ( damage per energy, ie 160 dmg for 100 energy ) than Flamethrower (70 dmg for 50 energy), so in most cases, it will performed slightly better.

Do note that formula DPS ( calculated by dividing base dmg over cast time ) for charged moves are often quite misleading in determining their actual overall performance. Eg, for Zapdos, Thunderbolt’s formula DPS is lower than Zap Cannon, but it has higher DPE, and in most cases, performed slightly better than Zap Cannon. Thunder has the highest formula DPS, but lowest DPE, and performed the worst. Same kinda scenario for Machamps’ Dynamic Punch vs Close Combat.

Also, 1-bar moves have one main disadvantage ( especially due to RNGness of defender charge moves usage ), which is energy wastage, as shown in this video. Plus most hard-hitting 1-bar moves will have quite long cast time, so more susceptible in getting hit by opponent charge moves.
