Kyogre is the cream of the crop when it comes to water Pokémon, but that doesn’t mean you can’t still crush him in battle. I suggest a raid party of no less than 4 trainers(high level 37 with good mons). That’s if he has Thunder as his charged move. Typically you will want at least 6 trainers for the raid, and even more in mixed leveled company. Stick to his weaknesses and avoid using Pokémon that are weak to his charged move.
