The funny setup just requires you to have concussive and double shot. Preferably you also want a gun with a big mag or drummed. The gun also needs to be fairly accurate because they nerfed concussive so the damage stacks reset if you miss.

For the speed all you gotta do is rapidly equip then unequip a gun that has swift.
