The rest of the characters not listed only need to be at Rank 4 to Trigger the Cutscenes.

They will usually be located in Trade City or Obsidia Castle Town.
If they are not in those areas they will be in the following areas: Pigorest Valley, Mount Zohrun, and Volphon Drylands.

Getting to Rank 4 is easy but Rank 5 does take a bit.
