Upgrade LOCKED Heroes Equipment? (Clash of Clans)

While browsing the Chief’s Journey on Town Hall 9, Kenny Jo notices that you can upgrade the Hero Equipment for Both the Grand Warden and Royal Champion (both are locked due to Town Hall level restrictions). Is this intentional by Clash of Clans or a mistake?
