Using "pacifism" against necromancers and demons

The undead overwhelmed the kingdom. The nearby necromancer still sends their creations out from their tower to murder a group of refugees trying to find safety. But war has made them weary, and now they all refuse to fight. Directly. It’s a good thing that Dwarves are natural engineers.
